ORDINANCE NO. 3685 <br /> An Ordinance providing for the improvement of: <br /> EIGHTEENTH ST. FROM BROADWAY TO McDOUGALL AVE. <br /> by paving the same with a forty foot portland cement concrete <br /> pavement and including as a part of said work the construction or <br /> reconstruction of concrete sidewalks and driveways where necessary, <br /> by such grading or regrading as may be necessary, by providing <br /> the necessary surface drainage and by doing such other work as <br /> may be necessary in connection therewith, all in accordance with <br /> Resolution No. 6064 of the City of Everett; creating a <br /> local improvement district; creating a local improvement district <br /> fund therefor; and providing for the payment of said improvement <br /> by special assessments on the property in said district under the <br /> mode of payment by bonds. <br /> WHEREAS, by Resolution No. 6064 of the City of Everett, <br /> the City Council has declared its intention to order the improve- <br /> ment as above outlined and doing all work in connection therewith <br /> to make a complete improvement in accordance with the plans and <br /> specifications as prepared by the City Engineer of the City of <br /> Everett, <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: That an improvement be made of Eighteenth St. <br /> from Broadway to McDougall Ave. by paving the same with a forty <br /> foot portland cement concrete pavement and including as a part <br /> of said work the construction or reconstruction of concrete side- <br /> walks and driveways, where necessary; by such grading or regrading <br /> as may be necessary; by providing the necessary surface drainage <br /> and by doing such other work as may be necessary in connection <br /> therewith, all according to the plans and specifications of the <br /> City Engineer and which plans and specifications are hereby <br /> adopted and approved. <br /> Section 2: That the cost and expenses of such improvement, <br /> including all necessary incidental expenses, shall be borne by <br /> and assessed against the property included in the assessment <br /> district herein created in accordance with law. The City of <br /> Everett shall not be liable in any manner for any portion of the <br /> costs and expenses of such improvement, except as provided by <br /> Chapter 141, Session Laws of 1923, or acts amendatory thereto <br /> and the ordinances of the City of Everett. <br /> Section 3: That there is hereby established a local <br /> improvement district to be known as "Local Improvement District <br /> No. 650 ", which district shall include the following <br /> described property located in Everett, Snohomish County, Washing- <br /> ton, to-wit: <br /> Lots 9 to 24, inc. , Block 352, Plat of <br /> Everett, Div. "N" . <br /> Lots 1 to 8, inc. , and Lots 25 to 32, <br /> inc. , Block 363, Plat of Everett, <br /> Div. "N" . <br /> Section 4: A special fund is hereby created to be called <br /> "Local Improvement Fund No. 650 " which shall consist in <br />
