.. • ORDINANCE NO. 3673 AN ORDINANCE providing for the improvement of the alley west of Colby Ave. from 24th St. to 23rd St. by the construction of a six inch concrete pavement, eighteen feet in width, the installation of necessary surface drainage, and doing such other work as may be necessary in connection therewith, all in accord- ance with Resolution No. 6049 of the City of Everett; creating a local improvement district; creating a local improve- ment district fund therefor, and providing for the payment of said improvement by special assessments on the property in said district under the mode of payment by bonds. WHEREAS, by Resolution No. 6049 _ of the City of Everett, the City Council has declared its intention to order the improvement as above outlined and doing all work in con- nection therewith to make a complete improvement in accordance with the plans and specifications as prepared by the City Engineer of the City of Everett, NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1: That an improvement be made of the alley west of Colby Avenue from 24th St. to 23rd St. by the construction of a six inch concrete pavement, eighteen feet in width, the in- stallation of necessary surface drainage, and doing such other work as may be necessary in connection therewith, all according to the plans and specifications of the City Engineer and which plans and specifications are hereby adopted and approved. Section 2: That the cost and expenses of such improve- ment, including all necessary incidental expenses, shall be borne by and assessed against the property included in the assessment district herein created in accordance with law. The City of Everett shall not be liable in any manner for any portion of the costs and expenses of such improvement, except as pro- vided by Chapter 141, Session Laws of 1923, or acts amendatory thereto and the ordinances of the City of Everett. Section 3: That there is hereby established a local improvement district to be known as "Local Improvement District No. 649 " , which district shall include the following des- cribed property located in Everett, Snohomish County, Washington: Lots 1 to 32, inclusive, Block 489, Plat of Everett. Section 4: A special fund is hereby created to be called "Local Improvement Fund No. 649 ", which shall consist in the aggregate of the several amounts assessed, levied and collected on the several lots, tracts and parcels of land in said local improvement district and the proceeds of the sale of the bonds in said district for the purpose of defraying the costs and expenses of such improvement. Out of said fund shall be paid the bonds, the interest thereon, and the entire cost of such improvement. Section 5 : The costs and expenses of such improvement shall be defrayed by special assessment payable in ten (10) equal annual installments with interest thereon at the rate of
