Section 20: STREET DEPARTMENT
<br /> There shall be the following named officers and
<br /> assistants in the Street Department, to-wit:
<br /> One Superintendent, one Cement Superintendent,
<br /> one Clerk, one Auto Repairman, one Asst. Auto
<br /> Repairman, two Foremen, seven Truck Drivers,
<br /> one Crusherman, two Heavy Equipment Operators,
<br /> two Bulldozer Operators, two Gradermen, two
<br /> Sweepermen, one Flusherman (night) , five
<br /> Utility Laborers, one or more Day Laborers .
<br /> Said officers, assistants and employees shall perform
<br /> the duties pertaining to such office as indicated by the name of
<br /> their respective employment, and such other duties as the Super-
<br /> intendent of Streets or Commissioner of Public Works shall, from
<br /> time to time, authorize and direct.
<br /> Section 21: WATER DEPARTMENT
<br /> There shall be the following named officers,
<br /> assistants and employees in the Water Department of the City of
<br /> Everett, to-wit:
<br /> One Superintendent, one Asst. Superintendent,
<br /> one General Foreman, one Distribution System
<br /> Foreman, one Clerk, one Accountant, one Senior
<br /> Engineer, one Jr. Engineer, one Sr. Engineering
<br /> Aide, one Engineering Aide, six Foremen, two
<br /> Welders, one Blacksmith, one Machinist, one
<br /> Inspector, one Asst. Inspector, five Heavy
<br /> Equipment Operators, one Auto Repairman, one
<br /> Asst. Auto Repairman, one Serviceman, one
<br /> Serviceman' s Helper, two Meter Repairmen, one
<br /> Carpenter, twenty-three Utility Laborers, two
<br /> Day Laborers, three Truck Drivers, one Basin
<br /> Patrolman, one Headworks Operator, four Water
<br /> Control Station Operators, four Radio
<br /> Technicians (part time) .
<br /> The Superintendent shall be in general charge and
<br /> have supervision of the Water Department. The other officers,
<br /> assistants and employees shall perform such duties as pertain to
<br /> the nature of their office and as authorized and directed by the
<br /> Superintendent of the Water System and Commissioner of Public
<br /> Works.
<br /> Section 22 : It is the purpose of this ordinance to
<br /> fix the number of and description of the permanent assistants,
<br /> deputies and employees in the various offices of the City of
<br /> Everett, and nothing herein contained shall be construed so as to
<br /> prevent the various officers and various heads of the departments
<br /> of the City of Everett from employing, with the consent of the
<br /> City Council, such additional employees, as from time to time,
<br /> may be necessary in the proper discharge of the duties of such
<br /> officers, or from discontinuing such temporary or part time
<br /> employees when the necessity therefor has ceased to exist.
<br /> Section 23: The appointment of all employees in all
<br /> departments, where required by the City Charter, shall be sub-
<br /> ject to Civil Service regulations of the City of Everett,
<br /> provided in event vacancies occur and there is no eligibility
<br /> list from which said vacancy may be filled, temporary appointment
<br /> may be made of persons without Civil Service standing.
