ORDINANCE NO. 1"1; AN ORDINANCE providing for the improvement of: ALVERSON BLVD. from the north line of Marine Park Add. to a point approximately 200 ft. south of the center line of 3rd St. by the construction of a 6" water main and fire hydrant and all necessary appurtenances therewith, and by doing such other work as may be necessary in connection therewith to make a complete improvement, all in accordance with a majority petition therefor; creating a local improvement district; creating a local im- provement fund and providing for payment of said improvement by special assessment on the property in said district under the mode of payment by bonds. WHEREAS, there has been heretofore filed with the City Council of the City of Everett a majority petition of the pro- perty owners petitioning for said improvement, and upon examina- tion thereof the said City Council has found the things set forth therein to be true, and WHEREAS, the said petition has been referred to the Commissioner of Public Works to be examined by said Commissioner and the City Engineer, and the Commissioner of Public Works has filed with the City Council all data and information required by law, NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1 : That ALVERSON BLVD. from the north line of Marine Park Add. to a point approximately 200 ft. south of the center line of 3rd St. be improved by the construction of a 6" water main and fire hydrant and all necessary appurtenances therewith, and by doing such other work as may be necessary in connection therewith to make a complete improvement, all according to the plans and specifications prepared under the direction of the City Engineer and which plans and specifications are hereby approved and adopted. Section 2: That the costs and expenses of such improve- ment, including all necessary incidental expenses, shall be borne by and assessed against the property included in the assessment district herein created in accordance with the law. The City of Everett shall not be liable in any manner for any portion of the costs and expenses of such improvement, except as provided by Chapter 141, Session Laws of 1923, or acts amendatory thereto, and the ordinances of the City of Everett. Section 3: That there is hereby established a local im- provement district to be known as "Local Improvement District No. M47 ", which district shall include the following des- cribed property located in Everett, Snohomish County, Washington: Lots 1 to 6, inc. , and the N 23 ft. of Lot 7, all in Block 89, Plat of Everett, Division "S" . Lots 1 to 7, inc. , and Lots 18 to 27, inc. , in Marine Park Addition to Everett, Washington.
