Section 2: That the cost and expense of such improvement, including all necessary incidental expenses, shall be borne by and assessed asainst the property included in the assessment district herein created in accordance with the special benefit conferred without regard to the zone and termini method of spreading assessments. The City of Everett shall not be 1 * -:--1 in any manner for any portion of the costs and expenses of such improvement, except as provided by Chapter 141, Session Laws of 1923, or acts amendatory thereto., and the ordinances of the City of Everett.
