• <br /> • <br /> • <br /> ORDINANCE NO. 3571 <br /> AN ORDINANCE providing for the submission to the qualified <br /> electors of the City of Everett at a special election to be held <br /> therein on November 6, 1956 of a proposition whether or not the <br /> City shall issue its general obligation bonds In the total prin- <br /> cipal sum of $650,000.00 for the purpose of providing funds <br /> for making capital improvements, including the payment of the <br /> costs of construction of certain existing and nroposed main <br /> travel streets, roads and avenues within the City of Everett, <br /> and declaring an emergency. <br /> ....e. enn, in order to properly accommodate vehicular and <br /> nedestrian traffic it 13 deemed necessary that the following <br /> desired improvements to the streets and avenues of the City of <br /> Everett be constructed and made, and <br /> WHEREAS, in order to provide funds necessary to pay the <br /> costs of said improvements it is deemed necessary and advisable <br /> that the City issue and sell its unlimited tax levy general <br /> obligation bonds in the total principal sum of $650,000.00, and <br /> WHEREAS, the Constitution and the laws of the State of Wash- <br /> ington provide that the question of whether or not such bonds <br /> may be issued for such purposes must be submitted to the qual- <br /> ified electors of the City of Everett for their ratification or <br /> re,lection, <br /> OW, THEREFORE, THE CITY OF EVERETT DOES CR.DAL. : <br /> Section 1 : It is hereby found and declared that the public <br /> welfare, convenience and necessity requires the City to con- <br /> struct, install and make the following improvements to the <br /> streets and avenues within the City of Everett: <br /> NORTON AVENUE OVERPASS <br /> The City shall construct such hard surfaced roadways <br /> as are necessary, together with vehicular and pedes- <br /> trian overpass over the Great Northern Railway right- <br /> of-way so as to connect the North end of Norton <br /> Avenue with Alverson Blvd. near the North end of <br /> Legion Memorial Park, and together with the hard <br /> surfacing of Alverson Blvd. from the North end of <br /> Legion Memorial Park to Skyline Drive, and such other <br /> work as shall be deemed reasonably necessary to make <br /> a complete improvement. <br /> WALNUT STREET <br /> The City shall hard surface the unpaved portion of <br /> Walnut Street from Hewitt Avenue North to Primary <br /> State Highway No. 1 and resurface such portion of the <br /> said Walnut Street as shall be necessary together <br /> with such other work as shall be deemed reasonably <br /> necessary to make a complete improvement. <br /> Section 2: The City shall, as a part of the cost of this <br /> improvement, acquire such real property, easements and rights-of- <br /> way as may be deemed necessary to carry out the above described <br /> plan of improvement. <br /> Section In event there shall be any monies left from <br /> proceeds of the sale of the bonds authorized herein, after all <br /> of such improvements are completed, then such surplus monies <br /> shall be used by the City of Everett to construct, reconstruct, <br /> widen, pave and make such other imnrovements as to the <br /> commercial arterial streets within the City of Everett as the <br /> City Council shall deem most necessary and advisable. <br />
