I ORDINANCE NO. 3566 AN ORDINANCE providing for the improvement of: RUCKER AVENUE from the north line of Plat of Grandview Addition to Everett to Alverson Blvd. by the construction of an asphaltic concrete pavement, by the construction of concrete curbs and gutters, and concrete side- walks where necessary, by the installation of necessary drainage facilities; by the construction or reconstruction where necessary, of all sewers, side sewers, water mains and hydrants with necessary appurtenances, by such grading or regrading as may be necessary, and doing such other work as may be necessary in connection therewith, all in accordance with a majority petition therefor, creating a local improvement district, creating a local improvement fund, and providing for payment of said improvement by special assessment on the property in said district under the mode of payment by bonds. WHEREAS, there has been heretofore filed with the City Council of the City of Everett a majority petition of the pro- perty owners petitioning for said improvement, and upon exam- ination thereof the said City Council has found the things set forth therein to be true, and WHEREAS, the said petition has been referred to the Commissioner of Public Works to be examined by said Commissioner and the City Engineer, and the Commissioner of Public Works has filed with the City Council all data and information required by law, NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1: That RUCKER AVENUE from the north line of Plat of Grandview Addition to Everett to Alverson Blvd. be improved by the construction of an asphaltic concrete pave- ment, by the construction of concrete curbs and gutters and concrete sidewalks where necessary, by the installation of necessary drainage facilities, by the construction or recon- struction where necessary of all sewers, side sewers, water mains and hydrants with necessary appurtenances, by such grading or regrading as may be necessary and doing such other work as may be necessary in connection therewith, all according to the plans and specifications prepared under the direction of the City Engineer and which plans and specifications are hereby approved and adopted. Section 2: That the cost and expense of such improve- ment, including all necessary incidental expenses, shall be born= by and assessed against the property included in the assessment district herein created in accordance with the special benefits conferred without regard to the zone and termini method of spreading assessments. The City of Everett shall not be liable in any manner for any portion of the costs and expenses of such improvement, except as provided by Chapter 141, Session Laws of 1923, or acts amendatory thereto, and the ordinances of the City of Everett. Section 3: That there is hereby established a local improvement district to be known as "Local Improvement District
