Maintain an official register of all persons, firms or corporations lawfully entitled to carry on or engage in the busi- ness of gas installation or to labor at the trade of gas fitting to whom a Certificate of Competency or Qualification has been issued in accordance with the provisions of Section 7 of this ordinance. SECTION 12 - RESPONSIBILITY OF LICENSEE This ordinance shall not be construed as relieving such persons, owning, operating, or installing any gas piping, applican es or other gas apparatus from liability to anyone injured by any de- fect therein. Nor shall the City or any agent thereof be held as assuming any such liability by reason of the inspection authorized hereunder or certificate of approval issued by the Inspector. SECTION 13 - PERMITS REQUIRED It shall be unlawful to install, alter or repair or cause to be installed, altered or repaired any gas piping or gas appli- ance without first obtaining a permit from the Administrative Authority so to do, provided, however, that no permit will be re- quired from a Gas Company to disconnect defective gas piping or equipment when authorized by Section , or to perform any other gas company function, nor shall any permit be required for the servicing of gas appliances. Permits for gas piping shall show the total number of gas outlets to be provided for on each system, and such other informa- tion as may be required by the Administrative Authority. A separate permit shall be obtained for each building or structure. Persons failing to obtain permits within forty-eight (48) hours, holidays and Sundays not included, from the time of starting work on the installation, or repairs of any gas equipment except as otherwise provided, shall be required to pay double the fee specifi-d herein when such permit is finally secured.
