4 4 <br /> ORDINANCE NO. `..; 6 <br /> AN ORDINANCE RELATING TO ANIMALS; PROVIDING FOR THE APPOINT- <br /> MENT OF THE: SNOHOMISH COUNTY HUMANE SOCIETY, A CORPORATION, AS <br /> POUNDMASTER FOR THE CITY OF EVERETT; PROVIDING FOR THE D POUNDING <br /> OF STRAY ANIMALS, THE DISPOSAL OF DEAD ANIMALS, THE KEEPING OF <br /> DANGEROUS ANIMALS AND DEFINING A PUBLIC NUISANCE; DEFINING OFFENSES <br /> I? Ail") PRESCRIBING PENALTIES, AND DECLARE <br /> 4 NOW, THEREFORE, TEE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: That the Snohomish County humane Society, a <br /> corporation, existing under section 16.52,020 Revised Code of ', ash- <br /> ington, be, and is hereby appointed as and declared to be the <br /> official poundmaster of the city of Everett commencing January 1, <br /> 1955; and said corporation shall do all impounding of animals <br /> prescribed by ordinance and shall receive for its services as such <br /> 90% of all money collected for dog license fees and 100% of all <br /> money collected for dangerous animal permits and for such impound- <br /> ing, and for care and feed for dogs and other animals impounded. <br /> The City Treasurer is directed to draw and to pay on or before the <br /> 10th day of each calendar month to said corporation by warrant the <br /> sums provided and received by the city for such purpose during the <br /> preceding calendar month. such appointment shall become effective <br /> upon acceptance in writing thereof filed with the City Treasurer. <br /> Section 2: Said corporation as poundmaster shall provide <br /> adequate service 24 hours a day, seven days a week for the entire <br /> calendar year, and shall supply all necessary facilities, equipment <br /> and supplies together with the requisite number of employees to <br /> adequately perform its duties. The corporation shall be granted <br /> the use of the City Pound building, which it shall maintain in good <br /> condition. <br /> Section 3: Each employee of such poundmaster over the age <br /> of 21 years, except clerks and stenographers, is hereby made a <br /> special police officer, shall be sworn in as such and shall be <br /> charged with the duty of enforcing this and all other ordinances <br /> of the city relating to the care, treatment or impounding of <br /> animals. <br /> Section 4: The poundmaster shall impound in the City Pound <br /> all animals subject to impounding. The poundmaster shall collect <br /> and dispose of all dead animals found in the city and if the owner <br /> is known a fee of 91,00 may be collected therefrom for such services. <br /> All sick or injured animals shall be impounded when not in the <br /> owner 's possession and may be humanely destroyed at the discretion <br /> of the poundmaster. Any stray animal found may be detained by the <br /> city pound until the owner or other person proves his right to the <br /> same to the satisfaction of the poundmaster, subject to the payment <br /> of penalty, fees and costs as herein provided or as provided by <br /> Ordinance No. 3197. Any dog or other animal requiring a license <br /> found running at large without a valid license tag attashed is <br /> declared to be a public nuisance and shall be impounded. The owner <br /> or keeper of such impounded animal, other than dogs, may redeem <br /> the same within 48 hours upon payment of license fee and an <br /> impounding fee of v2,00 and a fee of 50¢ per day or part thereof <br /> for care and feed as may be accrued, provided such animal is not <br /> suffering from serious Injury or disease. Dogs may be redeemed as <br /> provided by Section 9 of Ordinance No. 3197, provided that a fee <br /> of 50¢ per day for care and feed shall be paid provided said dog <br /> is kept more than one day, <br />
