FIFTIETH STREET from Dogwood Drive to a point approx. 125 ft. east of Dogwood Drive. be improved by constructing lateral sewers together with necessary appurtenances, and providing for the necessary surface drainage and doing such other work as may be necessary in connection therewith, to mike a complete improvement, all in accordance with the maps, plans anck specifications prepared under the direction of the Engineer of the City of Everett, which maps, plans and specifications are hereby approved and adopted. Section 3: That the cost and expense of such improvement, including all necessary incidental expenses, shall be borne by and assessed against the property included in the assessment district herein created in accordance with the special benefits conferred without regard to the zone and termini method of spreading assess- ments. The City of Everett shall not be liable in any manner for any portion of the costs and expenses of such improvement, except as provided by Chapter 141, Session Laws of 1923, or acts amendatory thereto, and the ordinances of the City of Everett.
