Section 4: The entire cost of said improvement, exclusive of Clerk and Treasurer ' s fees, shall be borne by and I assessed against the property within the enlarged district liable therefor, of which 80.940 of the cost of the sewer and its appurten- ances shall oe borne by and assessed against that portion of the district lying between the termini of the proposed improvement and extending back from the marginal lines thereof to the middle of the block an each side thereof, as provided by law. The remaining portion of the costs, exclusive of Clerk and Treasurer ' s fees, shall be distributed and assessed against all of the property included in the remainder of such enlarged district in accordance with the special benefits derived from the improvement. The Clerk end Treasurer' s fees shall be charged against each and every lot as provided by the laws of the State of Washington and the ordinances of the City of Everett. Section 5: The costs of said improvement shall be pay- able in ten equal annual installments with interest at the rate of four per cent per annum under the mode of payments by bonds, as pro- vided by law and the ordinances of the said city. Bonds bearing interest at the rate of four per cent per annum payable on or before twelve (12) years from date of issue shall be issued in payment of the costs and expenses of said improvement, or the City of Lverett at its election may sell said bonds and make payment in cash as provided by the ordinances of the City, of Evertt. Section 6: A special fund is hereby created to be called "Local Improvement District Fund No. 624 ", which shall include in the aggregate the several amounts assessed, levied and collected on the several lots, tracts and parcels of land in said enlarged local improvement district, and the proceeds of the sale of all bonds in said district for the purpose of defraying the costs and expenses of the said improvement. Out of said fund shall be paid the bonds, the interest thereon and the entire costs of the is improvement.
