ORDINANCE NO. 3415_ AN ORDINANCE of the City of Everett , Washington, providing for the submission to the qualified electors of the city at a special election to be held therein on April 24, 1953 , of a pro- position of whether or not the general obligation bonds of the city in the principal sum of $125 ,000 should be issued to acquire certain real property from the Water Department , to construct a new Fire Department building and garage thereon, and to acquire and install a fire and police alarm signal system therein, and declaring an emergency. WHEREAS, it is deemed necessary and advisable that the city acquire property at the southwest corner of California and Lombard Avenue from the Water Department , construct a fire alarm office building and garage thereon, and acquire and install fire and police alarm signal system equipment therein; and WHEREAS, in order to provide funds for the above mentioned purposes, it is deemed necessary that the city issue and sell its general obligation bonds in the principal sum of 0.25 ,000 , the principal and interest of which shall be paid out of annual tax levies to be made without limitation as to rate or amount; and WHEREAS, the Constitution and Laws of the State of Washington provide that the question of whether or not such bonds may be issued for such purposes must be submitted to the qualified electors of the city for their ratification or rejection; NOW, THEREFORE, BE IT ORDAINED by the City Commission of the City of. Everett, Washington, as follows : Section 1 . It is hereby found and declared that public necessity and welfare require the city to carry out the plans here- inafter provided .
