Section 19: STREJ 1' DEPARTMENT There shall be the following named officers and assistants in the Street Department, to-wit: One Superintendent ; one Clerk; one Auto Repairman; one Assistant Auto Repairman; four Foremen; nine truck Drivers; one Crusherman; one Donkeyman and Equipment Operator; two Bulldozer Operators; two Gradermen; one Yardman; one Night Watchman; one or more Utility Laborers; and one or more Day Laborers. Said officers, assistants and employees shall perform the duties pertaining to such office as indicated by the name of their respective employments, and such other duties as the Superintendent of Streets or Commissioner of Public Works shall, from time to time, authorize and direct. Section 20: WATER DEPARTMENT There shall be the following named officers, assistants and employees in the Water Department of the City of Everett, to-wit: One Superintendent; one Assistant Superintendent; one General Foreman; one Distribution System Foreman; one Clerk; one Accountant ; four Water Control Station Operators; one Headworks Operator; one or more Senior Engineering Aides; one or more Engineering Aides; one or more Foremen; one Welder; one Welder' s Helper; one Blacksmith; one Blacksmith' s Helper; one Inspector; one Assistant Inspector; one or more Heavy Equipment Operators; one or more Truck Drivers; one Ivlachinist; one Auto Repairman; one Assistant Auto Repairman; one or more Servicemen; one or more Servicemen Helpers; one or more Meter Repairmen; one carpenter; one or 1 more Utility Laborers; one Senior Engineer; one Junior Engineer; one or more Day Laborers; four Radio Tech- nicians (part time) . The Superintendent shall be in general charge and have supervision of the Water Department. The other officers, assistants and employees shall perform such duties as pertain to the nature of their office and as authorized and directed by the Superintendent of the Water System and Commissioner of Public Works. Section 21: It is the purpose of this Ordinance to fix the number and description of the permanent assistants, deputies and employees in the various offices of the City of Everett, and nothing herein contained shall be construed so as to prevent the various officers and various heads of the Department of the City of Everett from employing, with the consent of the City Council, such additional employees, as, from time to time, may be necessary in the proper discharge of the duties of such officers, or from discontinuing such temporary employees when the necessity therefor has ceased to exist. j Section 22: The appointment of all employees in all Depart- ments, where required by the City Charter, shall be made subject to Civil Service regulations of the City of Everett; PROVIDED, in event vacancies occur and there is no eligibility list from which said vacancy may be filled, temporary appointment may be made of persons without Civil Service standing. The Assistant City Attorney and the Stenographer in the City II Attorney Department shall be appointed by the City Attorney. -5-
