• rr ORDINANCE NO. 3 3-2,i AN ORDINANCE providing for the improvement of Lombard Ave. from 13th St. to 16th St. by paving with a portland cement concrete pavement and including as a part of said work the con- struction or re-construction of all sewers, side sewers, water mains and hydrants with necessary appurtenances ; the construction or re-construction of concrete sidewalks where necessary and concrete curbs and gutters where necessary; by such grading or re-grading as may be necessary and doing such other work as may be necessary in connection therewith to make a complete improve- ment, all in accordance with Resolution No. 5514 of the City of Everett; creating a local improvement district; creating a local improvement district fund therefor, and providing for the payment of said improvement by special assessment on the property in said district under the mode of payment by bonds. WHEREAS, by Resolution No. 5514 of the City of Everett, the City Council has declared its intention to order the improve- ment as above outlined, and doing all work in connection there- with to make a complete improvement in accordance with the plans and specifications as prepared by the City Engineer of the City of Everett, NOW, THEREFORE, THE CITY OF EVERF'TT DOES ORDAIN: Section 1: That Lombard Ave. from 13th St. to 16th St. shall be improved by paving with a portland cement concrete pave- ment and including as a part of said work the construction or re- construction of all sewers, side sewers, water mains and hydrants with necessary appurtenances; the construction or re-construction of concrete sidewalks where necessary and concrete curbs and gutters where necessary; by such grading or re-grading as may be necessary and doing such other work as may be necessary in connection therewith to make a complete improvement, all according to the plans and specifications prepared under the direction of the City Engineer, and which plans and specifications are hereby adopted and approved. Section 2: That the cost end expenses of such improve- ment, including all necessary incidental expenses, shall be borne by and assessed against the property included in the assessment district herein created in accordance with law. The City of Everett shall not be liable in any manner for any portion of the costs and expenses of such improvement except as provided by Chapter 141, Session Laws of 1923, or acts amendatory thereto and the ordinances of the City of Everett. Section 3: That there is hereby established a local im- provement district to be known as ''Local Improvement District No. ‘/ 9 ", which district shall include the following described property located in Everett, Snohomish County, Washington, to-wit: Lots 18 to 34, inc. , Blk. 249, Plat of Fourteenth St. Add. to Everett. Lots 9 to 17, inc. , I31k, 250, Plat of Fourteenth St. Add. to Everett. Lots 1 to 7, inc. , Blk. 288, Plat of Fourteenth St. Add. to Everett. Lots 7 to 16, inc. , Blk, 288, Plat of Hilton' s Second Add. to Everett. Lots 17 to 26, inc. , Blk. 289, Plat of Hilton' s Second Add. to Everett. Lots 26 to 32, inc. , Blk. 289, Plat of Fourteenth St. Add. to Everett.
