The City of Everett shall not <br /> be liable in any manner for any portion of the costs and expenses <br /> of such improvement except as provided by Chapter 141, Session <br /> Laws of 1923, or acts amendatory thereto, and the ordinances of <br /> the City of Everett. <br /> Section 5: There is hereby established a local improve- <br /> ment district to be known as "Local Improvement District No. 618", <br /> which district shall include ail of the property described in <br /> paragraph 2, all situated in Snohomish County, Washington. <br />
