Section 3: That the maps, plans and specifications pre- pared by the engineer of the City of Everett in connection with Resolution No. 5511 of the City of Everett as are now on file in the office of the Engineer of the City of Everett, be and the same are hereby adopted as the maps, plans and specifications for this improvement. Section 4: That the costs and expenses of such improve- ment, including all necessary incidental expenses, including acquisition of right-of-way, shall be borne by and assessed against the property included in the assessment district created here, in accordance with the law. The City of Everett shall not be liable in any manner for any portion of the costs and expenses of such improvement except as provided by Chapter 141, Session Laws of 1923, or acts amendatory thereto, and the ordinances of the City of Everett. Section 5: There is hereby established a local improve- ment district to be known as "Local Improvement District No. 618", which district shall include ail of the property described in paragraph 2, all situated in Snohomish County, Washington.
