M n 3 4 ORDINANCE NO. 3309. AN ORDINANCE approving and confirming the assessment and assessment roll of Local `mprovement District No. 614 for the im- provement of Leonard Drive from. Baker Ave. to Walnut St. by paving with a portland cement concrete pavement with integral curbs and in- cluding as a part of said work the construction or reconstruction of all sewers; side sewers; water mains and hydrants with the necessary appurtenances; the construction or reconstruction of concrete side- walks where necessary; providing for the necessary surface drainage; by such grading or regarding as may be necessary and doing such other , work as may be necessary in connection therewith to make a complete improvement, in accordance with a petition signed by the owners of more than seventy-five (75%) per cent of the lineal frontage and seventy-five (75%) per cent of the area within the proposed district petitioning for said improvement and requesting that the limits of 1 the assessment be raised to not more than two times the assessed valuation; creating a local improvement district; creating a local improvement district fund therefor; providing that fifty (50%) per cent of the cost of that portion of the improvement involving grading construction of surfacing and pavement, and engineering expense shall 4be paid by funds from the Washington state Development Board, and { the balance of the cost of said improvement shall be borne by and assessed against the property liable therefor in said district, as Iprovided by Ordinance No. 3290 of the City of Everett, levying an assessment on account thereof against the several lots, tracts and parcels of land or other property as shown on said roll; providing ' for the issuance of bonds therefor, and fixing the date of issue 1 thereof., i THE CITY OF EVERETT DOES ORDAIN: Section l: That the assessment and assessment roll of Local ' Improvement District No. 614 for the improvemen t of Leonard Drive from Baker Ave. to Walnut St. by paving with a portland cement con- zcrete pavement with integral curbs and including as a part of said work the construction or reconstruction of all sewers; side sewers ; jwater mains and hydrants withnthe necessary appurtenances; the con- struction or reconstruction of concrete sidewalks where necessary; providing for the necessary surface drainage; by such grading or re- 1grading as may be necessary and doing such other work as may be necessary in connection therewith to make a complete improvement, in accordance with a petition signed by the owners of seventy-five (75%) ; per cent of the lineal frontage and seventy-five (75%) per cent of ; the area within the proposed district petitioning for said improvement and requesting that the limits of the assessment be raised to not ; more than two times the assessed valuation; creating a local improve- `. ment district; creating a local improvement district fund therefor; ; providing that fifty (50%) per cent of the cost of that portion of • the improvement involving grading, construction of surfacing and pave ; ment and engineeringexpense shall be ° xp paid by funds fromthe Wash- ington State Development Board, and the balance of the cost of said improvement shall be borne by and assessed against the property liable therefor in said district, as provided by Ordinance No. 3290 . jof the City of Everett, as the same now stands, be, and the same is hereby in all things approved and confirmed. 1 Section 2: That each of the lots, tracts and parcels of !land as shown by said roll is hereby declared to be especially bene- ' fited by said improvement in at least the amount charged against the same, and that there is hereby levied an assessment against said lot, tract and parcel of land, or other property appearing on said ;roll in the amount finally charged against the same. i
