• ORDINANCE NO. 3287. An Ordinance providing for the improvement of Hewitt Avenue from Virginia Avenue to State Street by the installation o a street electric lighting system. Said system is to include trenching, laying cable, resurfacing, laying conduit where neces- sary, installing posts and light units and all other material and by doing all other work necessary to make a complete improvement, all in accordance witL Resolution No. 5446 of the City of Everett; creating a local improvement district; creating a local improve- ment district fund therefor, and providing for the payment of sal• improvement by special assessment on the property in said distric . under the mode of payment by bonds. WHEREAS, by resolution No. 5446 of the City of Everett, the City Council has declared its intention to order the improve- ment as above outlined, and doing all work in connection there- with to make a complete improvement in accordance with the plans and specifications as prepared by the City Engineer of the City of Everett, NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1: That Hewitt Avenue from Virginia Avenue to State Street shall be improved by the installation of a street electric lighting system. Said system is to incluae trenching, laying cable, resurfacing, laying conduit where necessary, instal- ling posts and light units and all other material, and all other work necessary to make a complete improvement, all according to the plans and specifications prepared under the direction of the City Engineer, and which plans and specifications are hereby adopted and approved. Section 2: That the cost and expenses of such improve- ment, including all necessary incidental expenses, shall be borne by and assessed against the property included in the assessment district herein created in accordance with law. The City of Everett shall not be liable in any manner for any portion of the costs and expenses of such improvement except as provided by Chapter 141, Session Laws of 1923, or acts amenaatory thereto and the ordinances of the City of Everett. Section 3: That there is hereby established a local im- provement district to be known as "Local Improvement District No. 613", which district shall include the following described pro- perty located in Everett, Snohomish County, Washington, to-wit: That part of Blocks 652 and 653, Swalwell ' s First Addition to Everett, Blocks 654 to 657 inclusive in Swalwell ' s Second Addition to Everett and Blocks 658 and 659, Plat of Everett, Division "I", lying south of a line two hun- dred (200) feet north of and parallel to the north pro- perty line of Hewitt Avenue; also all the property lying between the east property line of Virginia Avenue and the east property line of Virginia Avenue as extended southerly in its present platted direction, and the west property line of State Street and the west property line of State Street as extended southerly in its present direction, and between the south property line of Hewitt Avenue and a line 380.85 south of the south property line of Hewitt Avenue, said line 380.85 feet south of the
