7
Exhibit A
Scope of Services
Steve's Plumbing
Residential Plumbing, Sewer, and Drainage Investigation Services
This work scope to provide site inspection services for residential properties affected by recent basement
flooding and other impacts associated with the surcharge of the public sewer system. This work scope is
to provide site investigative services to characterize existing site conditions relating to site plumbing,
sewer, and drainage; determine plumbing, sewer,and drainage deficiencies that could contribute to
flooding and sewer surcharge impacts, and recommend private site improvements to prevent impacts from
potential future sewer surcharge events.
Task 1 Property Investigations and Reports
Complete up to 60 individual property site investigations and reports. Each investigation will provide the
• following: a review of site drainage and how runoff may contribute to basement flooding;how roofs drain
and if connected to side sewers; side sewer condition inspection; how side sewers are connected to site
plumbing and best determine all side sewer connections; and status of internal plumbing including all
lines, connections,and fixtures potentially influenced during a sewer surcharge event. Contractor will use
as necessary survey equipment, side sewer cameras, internal plumbing pipe cameras(to a minimum pipe
diameter of 1 %"), sondes, and other plumbing and drainage equipment as necessary. Property owners or
their representative will be scheduled by the city to be present or available and onsite during the
inspections.
The site report will present findings and recommendations, and must include at a minimum the following:
'Recommended corrections to the private sewer systems to prevent or eliminate drainage and
sewer flows from entering basements during rain events, sewer surcharge events,etc.
-Site drainage recommendations—what possible measures should be implemented including
grading or drainage features to prevent or eliminate site drainage from entering basements and
side sewers;
"Roof drain discharge—what practicable alternatives are available rather than being connected to
the side sewer and also to not contribute to basement flooding;
"Internal plumbing—corrective plumbing measures including rerouting pipes,replacing fixtures,
new protective devices, or removing fixtures; and
"Side sewer improvements—their condition, connections,and slope improvements necessary,and
the appropriateness of a backwater valve for the residence and if so,the recommended location
for the valve.
The site report will include:photographs of the property and photos of issues identified in the inspection;
as-builds of the property's underground side sewer and all known connections—pipe locations will be
based on sonde detections and measurements from known reference points.
A summary report will be prepared for each property. The report format will be consistent as shown in
Exhibit D. Reports must be submitted electronically and in hard copy within 5 business days of
plumbing inspection scope ins 090913.docx 1 9/11/2013
