2 Construction Stormwater Best Management Practices (BMPs) <br /> The SWPPP is a living document reflecting current conditions and changes throughout the life of <br /> the project. These changes may be informal(i.e.,hand-written notes and deletions). Update the <br /> SWPPP when the CESCL or local agency has noted a deficiency in BMPs or deviation from <br /> original design. <br /> 2.1 The 13 Elements <br /> 2.1.1 Element 1: Preserve Vegetation /Mark Clearing Limits <br /> To protect adjacent properties and to reduce the area of soil exposed to construction, the limits of <br /> construction will be clearly marked before land-disturbing activities begin. Trees that are to be <br /> preserved, as well as all sensitive areas and their buffers, shall be clearly delineated,both in the <br /> field and on the plans. In general,natural vegetation and native topsoil shall be retained in an <br /> undisturbed state to the maximum extent possible. <br /> A protective barrier shall be placed around the protected trees prior to land preparation or <br /> construction activities, and shall remain in place until all construction activity is terminated.No <br /> equipment, chemicals, soil deposits or construction materials shall be placed within the <br /> protective barriers. Any landscaping activities subsequent to the removal of the barriers shall be <br /> accomplished with light machinery or hand labor. (LMC 17.15.160 B1) <br /> List and describe BMPs: • High Visibility Plastic or Metal Fence(BMP C 103) <br /> Install orange barrier fencing along the clearing limits, according to the approved construction <br /> plans,prior to any construction activities. Maintain until all construction activities are <br /> completed. <br /> Installation Schedules: The limits of construction will be clearly marked before land-disturbing <br /> activities begin. <br /> Inspection and Maintenance plan: Site inspections will be conducted at least once a week and <br /> within 24 hours following any rainfall event which causes a discharge of stormwater from the <br /> site. For sites with temporary stabilization measures, the site inspection frequency can be <br /> reduced to once every month. <br /> Responsible Staff: Permittee shall take immediate action(s)to: stop, contain, and clean up the <br /> unauthorized discharges, or otherwise stop the noncompliance; correct the problem(s); <br /> implement appropriate Best Management Practices (BMPs), and/or conduct maintenance of <br /> existing BMPs; and achieve compliance with all applicable standards and permit conditions. In <br /> addition, if the noncompliance causes a threat to human health or the environment,the Permittee <br /> shall comply with the Noncompliance Notification requirements in Special Condition S5.F of the <br /> permit. <br /> Responsible Staff: Contractor <br /> Page 17 <br />
