The building is an existing 5-story residential structure.
We understand the mechanical design involves exhaust fan ducts traveling up through
the floor-ceiling assemblies. City of Everett is questioning whether the horizontal
assemblies are smoke partitions or smoke barriers in accordance with applicable
provisions of the IBC (2012 International Building Code as adopted and amended by
State of Washington and City of Everett).
Sections 710.2 and 710.4 of the IBC describe smoke partitions as walls. Therefore, the
floor/ceiling assemblies in the Hodges Building are not smoke partitions.
A fire-resistance rating is prescribed by IBC Sections 711.3 for horizontal assemblies
separating fire areas and dwelling units. Section 711.9 states that penetrations and
openings in horizontal assemblies shall be protected as required for smoke barriers only
where required by other sections of the code.
Section 420.3 of the IBC prescribes horizontal separation for Group R occupancies
without prescribing the presence of smoke compartments or smoke barrier construction.
Therefore, we conclude that horizontal assemblies at the Hodges Building do not
involve smoke partitions or smoke barriers.
Fire Protection • Building Code
Consult • Design • En ineer
