Incident: September 29, 2013 3121 Lombard Ave. #C, Everett 98201 <br /> After the resurfacing of Lombard Avenue this year, I noticed that the curb is just a <br /> 2"to 3" deep, nearly level with the public sidewalk. I was at the house earlier <br /> that day, approximately 12:00 noon, September 29th,when a heavy rain storm <br /> came through. I noticed at that time that the street welled up over the public <br /> sidewalk and formed a lake which threatened to flood our entry walk to the <br /> property. <br /> Later, around 5pm a monsoon happened and the water just kept building until the <br /> whole front yard was a lake which then spilled down the North and South sides of <br /> the house forming rivers to the East& lower level. The South side formed a river <br /> down the side of the house and channeled under the property fence and flooded a <br /> neighboring apartment. <br /> I had the builder of this home, 3121 Lombard Ave. #C, visit me at the house, and <br /> his observation was that the water was so deep it spilled over the sill plate and <br /> down the walls on the lower level of my home. <br /> Because of the damage,AND the offensive odor, I will have to pull up the carpet <br /> and replace the pad and try to seal the water leak, if possible. <br /> This was caused by the lack of depth or trough at the curb to carry the water <br /> down to the end of the block and spill into the storm drain.
