1! <br /> • <br /> ORDINANCE NO. 3192 . <br /> AN ORDINANCE providing for the sanitary disposal of <br /> human excreta; requiring public sewer connections or septic tanks ; <br /> prohibiting use of privy; regulating the installation and maintenance <br /> of septic tanks; providing for permit for installation; providing <br /> for certificate of approval; providing for inspection; prohibiting <br /> water connections unless certificate of approval or evidence of <br /> proper sewer connection is presented to Water Department; providing <br /> for penalties for violation thereof, and repealing Ordinance No. <br /> 2848; and declaring an emergency. <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: That from and after the effective date of <br /> this ordinance, it shall be unlawful to maintain or use any <br /> residence, place of business, or other business or place where <br /> persons reside, congregate or are employed, which is not provided <br /> with means for disposal of human excreta, either by a flush toilet <br /> connected with a public sanitary sewer system, or with a septic <br /> tank if permitted, meeting the requirements of construction and <br /> maintenance hereinafter described. The use of a privy is hereby <br /> prohibited. <br /> Section 2: It shall be unlawful to use or maintain a <br /> privy or any other means of disposal of human excreta except as <br /> above provided in Section 1. <br /> Section 3: Every building where persons reside, congregate <br /> or are employed, which abuts a street or alley in which there is <br /> a public sanitary sewer, or which is within 150 feet of a public <br /> sanitary sewer, shell be connected to such sewer ; each connection <br /> and each fixture emptying through the connection shall be installed <br /> in the manner described by the plumbing ordinance of the City of <br /> Everett, Washington, and shall be maintained at all times in a <br /> sanitary condition. <br /> Section 4: Every residence, place of business or other <br /> building or place where persons congregate, reside or are employed, <br /> which does not abut upon treet or alley in which there is a <br /> public sanitary sewer or i7located within 150 feet of a public <br /> sanitary sewer, shall be provided with a private flush toilet or <br /> toilets connected to a septic tank and appurtenances as hereinafter <br /> described and as hereinafter required to be constructed and <br /> maintained until such time as a public sanitary sewer shall be <br /> constructed at which time such connection shall be made to such <br /> public sanitary sewer. <br /> (a) SEPTIC TANK - The size of septic tanks shall be <br /> as follows: <br /> Minimum size - 65 cu. ft. - 500 gallons <br /> Serving 10 to 15 persons - 80 cu. ft. - 600 gallons <br /> Serving 15 or more persons - 90 cu. ft. -1000 gallons <br /> (b) Septic tanks shall be of concrete, metal or other <br /> impervious material and shall have a covered manhole of sufficient <br /> size to allow the cleaning of the tank. <br /> -1- <br />
