Hoyt Ave from 44th to 41st St. <br />Preceding action: Call for Bids 3/23/2022 <br />Fund: Fund 336 — Water & Sewer System Improvements Fund <br />Fiscal summary statement: <br />The funding source for this project will be Fund 401 Water and Sewer Utility Fund. The <br />programmed available funding, as established by City Ordinance No. 3813-21 is <br />$ 2,000, 000. <br />Project summary statement: <br />The project will replace approximately 3,900 feet of aging cast iron water mains that are <br />prone to breaking and to upsize pipes to provide the required fire suppression flow as <br />identified in the 2020 Comprehensive Water Plan. The project was designed in-house. <br />Service lines will be replaced within the right-of-way. Restoration will include <br />replacement of sidewalks and curbs, where removed for installation of the water main <br />and services. <br />Bid opening for the Water Main Replacement "W" project was held on May 3, 2022. Six <br />bids were received. The lowest bid received was from SRV Construction at <br />$1,697,426.38. Upon review of the proposal from SRV, it was discovered that SRV's <br />Disadvantaged/Minority/Women's Business Enterprise Certification was left blank. This <br />Certification concerns solicitation of minority group employees and subcontractors as <br />required by state law. The bid documents expressly state that failure to properly <br />complete the Certification means that the bid will be rejected. <br />Accordingly, the lowest responsive and responsible bidder is the next bidder, Quilceda <br />Excavation Inc., with a bid of $1,843,150.92. The Engineer's estimate was <br />$1,969,513.47. City staff recommends awarding the construction contract to Quilceda <br />Excavation Inc. <br />Recommendation (exact action requested of Council): <br />Reject SRV Construction's bid and award the construction contract for the Watermain <br />Replacement "W" project to Quilceda Excavation Inc., in the amount of $1,843,150.92 <br />
