The City has been awarded a Water Quality <br />Combined Financial Assistance Agreement from the Washington State Department of Ecology <br />(Ecology) for 75% of the cost of this project. Remaining costs will be paid by the utility fund. The <br />project is included in the Surface Water 10-year Capital Improvement Program and the previously <br />adopted 2017 Surface Water Comprehensive Plan. <br />Project summary statement: <br />This professional services agreement will fund design, engineering, survey, construction support, <br />and Ecology grant deliverables for the proposed stormwater project. The project will construct a <br />stormwater treatment facility along 3rd Avenue SE, north of SE Everett Mall Way. The proposed <br />facility will treat runoff from approximately 45 acres prior to discharge to North Creek. Treatment <br />facility type and size will be determined as part of the design process and compatible with <br />adjacent land uses. <br />Recommendation (exact action requested of Council): <br />Authorize the Mayor to sign the Professional Services Agreement with Osborn Consulting, Inc. <br />for the Water Quality Treatment at 3rd Avenue SE project for $196,000. <br />
