r , <br /> Everett, 'Wash. <br /> ar. 17, 1948. <br /> Mr. Leslie Cooper, <br /> City Attorney <br /> Colby Bldg., <br /> Everett, Wash. <br /> Dear Sir: <br /> The following is the necessary data for the ordinance for the improvement <br /> of Fulton Street and Fulton Ave. from Hewitt Ave. to Pacific Ave. by paving the same <br /> with Portland cement concrete pavement and including as part of such work the necessary <br /> widening, the installation of ell needed surface draina e, the construction or recoLstruc- <br /> tion of all sewers, side sewers, water mains and hydrants with necessary appurtenances, the <br /> construction or reconstruction of all concrete curbs and sidewalks where necessary, by <br /> such grading or regrading as may be necessary and by doing such other work as . ay be nec- <br /> essary in connection therewith. <br /> This improvement was petitioned for by a "Majority Petition for Poet War <br /> Local Improvements" and was signed by the verified owners of 52.78% of the area and <br /> 62.65 . of the frontage in the district. Resolution No. 5283 was then passed by the City <br /> Council initiating the improvement. <br /> The estimated cost of this improvement to the property owners in the assessment <br /> district plus the amount of outstanding and unpaid assessments of previous L.I.D.'s is <br /> lower than the assessed valuation of the property in the assessment district. <br /> 50% of the cost of that portion of the improvement involving grading, construction <br /> of surfacing and pavement, engineering expense and advertising, shall be paid by funds <br /> from the Washington State Development Board, the remaining cost shall be borne by and <br /> assessed against the property liable therefor as provided by law. <br /> That portion of the cost and expense of such improvement asses ed against the <br /> property liable therefore shall be defrayed by bonds payable in ten (10) e qual annual <br /> installments with interest et the rate of 4%. <br /> The Assessment District is as follows: <br /> East 12 ft. of Lot 10 amd lots 11 thru 19,inc. all in Blk. 6902 Flat of Everett Div. "I" <br /> East 90 ft. of Lots, 8,9 & 10 of Blk;. 692 ,Plat of Everett Div.
