Section 4: That the cost and expense of such improve- ment , including all necessary incidental expense , shall be borne by and assessed against the property included in the assessment district herein created in accordance with law. The City of Everett shall not be liable in any manner for any portion of the cost and expenses of such improvement except as provided by Chapter 141, Session Laws of 1923 , or acts amendatory thereto and the ordinances of the City of Everett. Section 5: That there is hereby established an improve- ment district which shall be called "Local Improvement District No. 50 ," Which shall include the property described in sections 2 and 3 above . Section 6: A special fund is hereby created to be called "Local Improvement District Fund No. 591 ," which shall include in the aggregate the several amounts assessed, levied and collected on the several lots, tracts and parcels of land in said enlarged local improvement district , and the proceeds of the sale of all bonds in said district for the purpose of defraying the cost and expenses of said improvement. Out of said fund shall be paid the bonds , the interest thereon, and the entire cost of said improve- ment . The cost and expenses of such improvement shall be defrayed by special assessment payable in ten (10) equal annual installments , with interest thereon at the rate of four (4%) per cent per annum, under the mode of payment by bonds as provided by law and the ordinances of the City of Everett.
