Project summary statement: The Port of Everett is developing a new terminal facility at the former K-C Mill site. Movement of cargo between this new terminal and the Port's existing south terminal facility will travel along the 2700 block of Federal Avenue. As required by the US Customs and Border Protection, Federal Avenue must be closed to traffic during its use to move cargo between parts of the Port of Everett's bonded facilities to ensure the security of the cargo. To accomplish this, a temporary barricade will be deployed across the road along with a guard to prevent unapproved entry or access to the zone during cargo movement. No unauthorized access to persons or vehicles will be granted through the barrier or around the barrier while cargo is between port gates, or cargo is intending or about to move between port gates on Federal Avenue. The purpose of this Interlocal Agreement is to (a) authorize the Port to block pedestrian and vehicular traffic along a portion of Federal Avenue, as may be needed by the Port in order to satisfy the requirements of the United States Customs and Border Protection (or any successor agency); (b) set forth the terms and conditions that will govern the Port's authority with respect to such traffic control; and (c) permit the Port to install and maintain certain communications utility lines and associated improvements within a portion of Federal Avenue. Recommendation (exact action requested of Council): Authorize the Mayor to sign the Interlocal Agreement between the City of Everett and Port of Everett relating to Traffic Control of a Portion of Federal Avenue.
