14. AMENDMENTS TO THIS AGREEMENT <br />The City and Port recognize that amendments to this Agreement may be necessary. Any <br />amendment to this Agreement must be mutually agreed upon and executed in writing by the <br />Parties. <br />15. ENTIRE AGREEMENT <br />This Agreement constitutes the entire Agreement between the Parties concerning the traffic <br />control in the Controlled Area, and the maintenance of the Utilities in the Controlled Area. This <br />Agreement may be executed in counterparts with the same effect as if both parties hereto had <br />executed the same document. Both counterparts shall be construed together and shall constitute <br />a single Agreement.
