• . <br /> ORDINANCE NO. 3124. <br /> An Ordinance providing for the improvement of 14th street <br /> from Colby Avenue to Broadway and Rockefeller Avenue from 13th <br /> street to 16th street by paving the Lame with Portland cement <br /> concrete pavement with integral curbs and including as part of <br /> said work the construction or reconstruction of all sewers, side <br /> sewers, water mains and hydrants with the necessary appurtenances, <br /> the construction or reconstruction of concrete sidewalks where <br /> necessary by such grading or regrading as may be necessary and by doing <br /> such other work as may be necessary in connection therewith, to <br /> make a complete improvement, all in accordance with Resolution No. <br /> 5204 of the City of Everett ; creating a local improvement district; <br /> creating a local improvement district fund therefor; providing <br /> that fifty per cent (50%) of the cost of that portion of the <br /> improvement involving grading, construction of surfacing and pavement <br /> and engineering expenses and advertising shall be paid by funds <br /> from the Washington State Development Board, the remaining cost <br /> shall be borne by and assessed against the property liable therefore <br /> as provided by law. <br /> WHEREAS, by Resolution No. 5204 the City Council of the City <br /> of Everett has declared its intention to order the improvement as <br /> above outlined, and doing all work in connection therewith to make <br /> a complete improvement in accordance with the plans and specifications <br /> as prepared by the City Engineer of the City of Everett. <br /> NOW, THEREFORE, THE CITY uF EVERETT DOES ORDAIN: <br /> Section 1: That 14th street from Colby Avenue to Broadway <br /> and Rockefeller Avenue from 13th Street to 16th street be paved with <br /> Portland cement concrete pavement with integral curbs and including <br /> as part of said work the construction or reconstruction of all <br /> sewers, side sewers, water mains and hydrants with the necessary <br /> appurtenances, the construction or reconstruction of concrete side- <br /> walks where necessary by such grading or regrading as may be <br /> necessary and by doing such other work as may be necessary in <br /> connection therewith to make a complete improvement, all according <br /> to the plans and specifications prepared under the direction of the <br /> City Engineer and which plans and specifications are hereby adopted <br /> and approved. <br /> Section 2: That the cost and expense of such improvement <br /> including all necessary and incidental expenses, shall be borne as <br /> follows: <br /> Fifty per cent of the cost of that portion of the improvement <br /> involving grading, construction of surfacing and pavement and <br /> engineering expenses and advertising shall be paid by funds from <br /> the Washington State Development Board, the remaining cost shall <br /> be borne by and assessed against the property liable therefore as <br /> provided by law. <br /> The City of Everett shall not be liable in any manner for <br /> any portion of the costs and expenses of such improvement except as <br /> -1- <br />
