, OHDILANCE NO. 3119 An Ordinance providing for the improvement of 25th street from Colby Avenue to Broadway by paving the same with Portland cement concrete pavement and including as a part of such work the necessary widening, the installation of all needed surface drainage, the construction or reconstruction of all pavements, the construction or reconstruction of all sewers, side sewers, water mains and hydrants with necessary appurtenances, the construction or re- construction of all concrete curbs and didewalks where necessary, by such grading or regrading as may be necessary and by doing such other work as may be necessary in connection therewith, to make a complete improvement, all in accordance with resolution io. 519.5 of the City of Lverett ; creating a local improvement district ; creating a local improvement district fund therefor ; providing that fifty per cent (50/3) of the cost of that portion of the improvement involving grading, construction of surfacing ana pavement and engineering expense shall be paia by funds from the ''`ashington State Development 3oard, and the balance of the cost of said improvement shall rye oorne by and assessed against the i operty ii ole therefor in said district under the mode of payment by bonds. WHEREAS, by Resolution No. 5195 the City Council of the City of Everett has declared its intention to order the improvement as above outlined, and doing all work in connection therewith to make a complete improvement in accordance with the plans and specifications as prepared by the ity Engineer of the City of Everett. Ts EA FGRE, TIC CITY OF EVENETP DOES ORDAIN: Section 1: '_Chat 25th street from Colby Avenue to Broadway be paved with Portland cement concrete pavement and including as a part of such work the necessary widening, the installation of all needed surface drainage, the construction or reconstruction of all pavements, the construction or reconstruction of all sewers, side sewers, water mains and hydrants with necessary appurtenances, the construction or reconstruction of all concrete curbs and sidewalks where necessary, by such grading or regrading as may be necessary and by doing such other work as may be necessary in connection therewith to make a complete improvement, all according to the plans , and specifications prepared under the direction of the City Engineer and which plans and specifications are hereby adopted and approved. Section 2 : That the cost and expense of such improvement including all necessary and incidental expenses, shall be borne as follows: Fifty per cent of the cost of that portion of tip improve- ment involving grading, construction of surfacing and pavement and engineering expense shall be paid by funds from thevash.ington State . evelopment Board, the remaining cost of said improvement shall be borne by and assessed against the property liable therefor in the district herein created in accordance with law.
