• • <br /> LI II 11 <br /> CITY OF EVERETT <br /> EVERETTCommunity, Planning & Economic Development Department <br /> WASHINGTON Planning Division <br /> PLANNING DIRECTOR DECISION <br /> Project File Number: REVI119-036 <br /> Applicant: Richard Heng <br /> Site Location: 119 W Intercity Ave, Everett, WA 98204 <br /> Tax Parcel#: 00480200501600 <br /> Zoning: R-1,single-family detached low-density <br /> Staff Contact: Kelsey Heyd/khevd@everettwa.gov/425.257.8731 <br /> Project Description:The proposed project is restoration of stream and wetland buffer that were illegally <br /> altered.The violation included clearing of native vegetation and dumping of trash and construction <br /> debris within the buffer.Approximately 1,985 square feet of buffer would be restored and include <br /> planting new native trees and shrubs as well as removal of trash and construction debris from the <br /> impacted area.The critical area report is on file which further details the critical areas on site and the <br /> restoration plan.A split-rail fence shall be installed along the boundary of the on-site critical area and <br /> restoration area featuring critical area signage. <br /> Decision:The City of Everett Planning Director grants APPROVAL with CONDITIONS to restore the <br /> stream and wetland buffer.The following conditions shall apply: <br /> 1. All work must comply with the recommendations of the Revised Critical Area Study and <br /> Restoration Plan ("The Study") prepared by Wetland Resources, Inc. dated May 26, 2020 <br /> including but not limited to invasive vegetation removal, plantings, mulch, inspections, and <br /> monitoring. <br /> 2. Restoration. Restore the buffer with native species and remove all trash and construction debris <br /> as outlined in the restoration plan of The Study.All trash and debris shall be removed by August <br /> 10,2020.All plantings shall occur by October 1,2020 unless otherwise approved by the <br /> Planning Director. <br /> 3. Monitoring.The required restoration plantings shall be monitored for a period of five years <br /> pursuant to the Project Monitoring Program outlined in the Study and as conditioned in this <br /> decision.The initial as-built report and subsequent annual monitoring reports shall be provided <br /> to the City of Everett Planning Division and the Muckleshoot Indian Tribe Fisheries Division. <br /> 4. Maintenance.The required restoration plantings shall be maintained for a period of five years <br /> pursuant to the Project Maintenance Program outlined in the Study and as conditioned in this <br /> decision.
