• <br /> The Critical Area Study and Restoration Plan provides an assessment of historical aerial <br /> photographs to determine the extent of unauthorized clearing that has taken place on the <br /> site. The report includes a planting plan consisting of native trees and shrubs to be <br /> planted in the buffer along the boundary of the on-site wetland/stream. Once established, <br /> these plants will restore wildlife habitat function of the buffer to pre-disturbance levels or <br /> better. <br /> D. Restoration shall also include installation and maintenance of interim and emergency erosion control <br /> measures until such time as the restored ground cover and vegetation reach sufficient maturation to function <br /> in compliance with the performance standards adopted by the city. <br /> The areas that were cleared are currently vegetated with maintained lawn and contain <br /> intact ground cover consisting of lawn grasses and herbaceous plants typical of lawn <br /> areas. This vegetation will remain in place and will continue to stabilize soil conditions in <br /> the planting areas. Further, wood chip mulch will be placed in a 2-foot diameter ring <br /> around installed plants, leaving at least two inches of space from the stems, and in any <br /> other buffer areas where the ground is disturbed. No further erosion control measures are <br /> necessary. <br /> E. The city shall stop work on any existing permits and halt the issuance of any or all future permits or <br /> approvals for any activity which violates the provisions of this chapter until the property is fully restored in <br /> compliance with this chapter and all penalties are paid. <br /> F. Notwithstanding the other provisions provided in this chapter, anything done contrary to the provisions <br /> of this chapter or the failure to comply with the provisions of this chapter is declared to be a public <br /> nuisance.
