.r <br /> ORDINANCE No. 3079 . <br /> AN ORDNANCE submitting to the qualified electors of <br /> Everett a proposed amendment to Section 9 of the Charter of Everett <br /> relating to the organization of Council, and election of i.�ayor <br /> of the City of Everett and vice-President of the Council, at a <br /> special election to be held on the 1 irst 1uesday following the <br /> First m onday in i'ovember, 1946, and requesting the .6lection Board <br /> of Snohomish County, Washington, to call said election at said time <br /> for said purposes. <br /> WHEREAS, Section 9 of the Charter of Everett, a municipal <br /> corporation, provides that the Mayor shall be the Commissioner <br /> receiving the highest popular vote at election; and <br /> WHEREAS, it is desired to submit a proposed amendment <br /> to Section 9 of the Charter of Everett, to the qualified elctors <br /> of Everett, at a special election to be held on the r'irst Tuesday <br /> following the X irst Londay in l ovember 1946. <br /> THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: That the proposed amendment to Section 9 <br /> of the Charter of Everett in relation to the organization of the <br /> Council and election of May or of the City and Vice-President of <br /> the Council be submitted to the qualified electors of Everett, at <br /> a special municipal election to be held in said City on the <br /> First Tuesday following the First Monday in Iwovember 1946. <br /> Secticn 2: That Section 9 of the Charter of Everett <br /> be amended to read as follows: <br /> Section 9: Organization of Council, Election of <br /> Mayor of the City and Vice-President <br /> of the Council. <br /> That the Commissioner of r' inance shall be the President <br /> of the Council and Mayor of the City. The Commissioner, other <br /> than the Commissioner of Finance, receiving the highest popular <br /> vote at his election shall be Vice-President of the City Council. <br /> the President of the Council shall be Mayor of the City.' He shall <br /> preside at all meetings of the Council, and in his absence or dis- <br /> ability the vice-President shall perform the duties as President <br /> and Mayor , and when under the provisions of this Charter the <br /> Council shall consist of five members, then in the absence or <br /> disability of both President and Vice-President the other members <br /> of the Council shall select one of their number to perform the <br /> duties of President and Mayor. l'he Council shall determine its <br /> own procedure. <br /> Section 3: £he form of ballot to be used in said <br /> election shall be as follows: <br /> An Ordinance amending Section 9 of the Charter of Everett <br /> and providing that the Commissioner of Finance shall be the <br /> President of the Council and Mayor of the City, and that the <br /> Commissioner , other than the Commissioner of r'inance, receiving <br /> the highest popular vote at his election shall be Vice-President <br /> of the City Council. <br /> ~hall the ordinance Be Adopted.
