Mr. Stanley holds interests is lots 1 -020- and 1 -008 shown on attached sketch of parcels along Woods Creek Road and near the Old County Land Fill. Mr. Stanley and the owners of lot designated 1 -011 , Salmon, have petitioned the City of Everett for water service from the City of Everett Water Transmission line that passes , immediately to the north of their respective lots. Until 1987 the City permitted single water hookups to lots along its Transmission right of way. In 1987 the City adopted a new ordinance requiring a minimum of ten lots being serviced as a condition of receiving new water service. Mr. Stanley and Mr. Salmon petitioned the City for service because their lot locations lie within 1000 feet of the Old County Dump. Water wells may, because of such location, be subject to' water well contamination from the Old Dump. The City has agreed to allow less than 10 lots to be serviced in this instance, subject to contacting property owners within 1000 feet of the Dump to determine if other owners wish water service. In the event that several property owners desire service, the City will require an engineered design for a private 'water association. In the event that other owners wish to participate, a cost sharing formula would have to be formulated and agreed upon among the various property owners. As well, water line easements would be necessary. Any participation in water service is expressly contingent upon a satisfactory cost sharing arrangements being completed among the property owners.
