We are reviewing the design prepared by Cascade <br /> Surveying and Engineering, and will be responding with our comments within the <br /> next few days. As I mentioned during our telephone conversation, the PUD's <br /> participation in this project is conditioned upon the property owners' agreement <br /> to participate in a proportional share of the cost of a future, permanent solution <br /> to the water supply needs of a larger area. Specifically, we anticipate that in <br /> addition to the tap and meter shown in Cascade's design, a pump station, reservoir <br /> and distribution system will eventually be required, as more requests for water <br /> service are received in the vicinity. <br /> If it is determined that Cascade's design contains features that can be <br /> incorporated in, and contribute value to a future enlarged system, we will <br /> consider granting credit for that value against assessments for the permanent <br /> system. For example, if the tap, meter and pressure reducing valve are designed <br /> to our standards and will serve a much larger area, the value of the "oversizing" <br /> will be considered as a contribution to a future system (the cost of these <br /> facilities may totally satisfy your client's share of a permanent system). <br /> Finally, we would need an acknowledgement from the owners of the <br /> properties, that service would not meet full PUD standards until a reservoir is <br /> constructed. Specifically, service from the City's transmission line is subject to <br /> periodic disruptions due to maintenance, cleaning and repair activities. <br /> Construction of a reservoir will allow continuous service during these periods. <br />
