Box 1107, Everett, Washington 98206 September 9, 1991 Mr. Alan Butterfield 621 Highway 9, Box B-3 Lake Stevens, WA 98258 Subject: Water Service in Vicinity of Dubuque and Creswell Roads Dear Mr. Butterfield: The PUD is interested in working with your clients to obtain water service for their neighborhood. We are reviewing the design prepared by Cascade Surveying and Engineering, and will be responding with our comments within the next few days. As I mentioned during our telephone conversation, the PUD's participation in this project is conditioned upon the property owners' agreement to participate in a proportional share of the cost of a future, permanent solution to the water supply needs of a larger area. Specifically, we anticipate that in addition to the tap and meter shown in Cascade's design, a pump station, reservoir and distribution system will eventually be required, as more requests for water service are received in the vicinity. If it is determined that Cascade's design contains features that can be incorporated in, and contribute value to a future enlarged system, we will consider granting credit for that value against assessments for the permanent system. For example, if the tap, meter and pressure reducing valve are designed to our standards and will serve a much larger area, the value of the "oversizing" will be considered as a contribution to a future system (the cost of these facilities may totally satisfy your client's share of a permanent system). Finally, we would need an acknowledgement from the owners of the properties, that service would not meet full PUD standards until a reservoir is constructed. Specifically, service from the City's transmission line is subject to periodic disruptions due to maintenance, cleaning and repair activities. Construction of a reservoir will allow continuous service during these periods.
