Geotechnical Engineering Design Study <br /> 100 Percent Design Phase <br /> Port of Everett - South Terminal Wharf & <br /> Electrical Upgrades - Phase 2 <br /> Everett, Washington <br /> This 100 percent geotechnical engineering design report presents our recommendations for design of the <br /> Port of Everett South Terminal Wharf&Electrical Upgrades project on Port Gardner Bay in Everett, <br /> Washington.The project's significant geotechnical design elements include new crane rail piles and piles <br /> for new bents to upgrade the existing 700-ft-long concrete wharf structure.The project also includes <br /> associated upland grading, repaving,and utility trenching and installation. <br /> We have organized this report into several sections.The first two sections describe the purpose and scope <br /> of our work and our understanding of the project.The subsequent sections of the report present our site <br /> characterization,assessment of the seismic hazard, and our geotechnical engineering findings and <br /> conceptual recommendations. <br /> The results of our analyses are presented in tables and figures throughout the report and at the end of the <br /> text.The results of field explorations and laboratory tests are provided in Appendices A and B,with historic <br /> explorations provided in Appendix C. Further detail regarding our analyses is provided in Appendices D <br /> through F.Attachments 1 through 5 are provided,which include information generated by others. <br /> PURPOSE, SCOPE, AND USE OF THIS REPORT <br /> The purpose of our work is to provide KPFF Consulting Engineers(KPFF), its design consultants,and the <br /> Port's selected Contractor,with subsurface information,along with our interpretation and geotechnical <br /> engineering recommendations to support the design for the South Terminal Wharf& Electrical Upgrades <br /> Project. <br /> Our scope of work covered by this report for this project included: <br /> • Assessing subsurface conditions using explorations, laboratory tests,and historical geotechnical <br /> reports and explorations; <br /> • Performing geotechnical and seismic assessment and analysis; <br /> • Providing geotechnical recommendations;and <br /> • Producing this 100%geotechnical engineering design report. <br /> We prepared this report for the exclusive use of KPFF,its design consultants,and the Port's selected <br /> Contractor for specific application to the South Terminal Upgrade Project and site location.We completed <br /> the work according to generally accepted geotechnical practices in the same or similar localities,related to <br /> the nature of the work accomplished,and at the time the services were accomplished.We make no other <br /> warranty,expressed or implied. <br /> 101111 <br /> ILI 19232-01 <br /> HARTCROIIUSER December 6,2017 <br />
