Stephens Property Critical Areas Report and Mitigation Plan <br />ASSESSMENT OF DEVELOPMENT IMPACTS: The proposed project results in no direct <br />impacts to Wetlands A or B. No impacts are proposed to the Wetland B buffer. However, <br />impacts to the buffer of Wetland A are anticipated to accommodate the required access road off <br />100th Street SW, as well as for the installation of two (2) stormwater outfall structures. Finished <br />floor elevations necessitate a wall along the eastern edge of the proposed development to <br />minimize impacts to Wetland A and its buffer as much as possible while maintaining a safe <br />access point from the north. <br />The Wetland A buffer will be reduced by approximately 2,528 sf along the western and southern <br />sides as part of the buffer averaging plan. The anticipated impacts associated with the two (2) <br />outfall structures will result in approximately 1,492 sf of temporary construction impacts. <br />PROPOSED MITIGATION: Mitigation to offset the reduced buffer and wetland as buffer <br />impacts to Wetland A include the replacement of the reduced buffer area at an almost 3:1 ratio <br />with additional buffer and wetland enhancement proposed. A total of 9,548 sf of additional <br />buffer will be provided to offset the reduced buffer, for a net gain of approximately 7,020 sf. <br />Standard and best management practices (BMP) mitigation measures will be proposed to <br />ensure no net loss of wetland or buffer function. These mitigation measures are intended to <br />offset the functions and values potentially impacted by the proposed development, especially <br />given the proximity of the development to Wetland A. <br />All temporary construction impacts along the proposed wall and stormwater outfall locations will <br />be fully restored by replanting the area with native species. Attempts will be made to preserve <br />intact vegetation and trees to the greatest extent practicable while installing the stormwater <br />outfalls. <br />Five (5) years of performance monitoring will be required for the planted mitigation areas, as <br />well as placement of all critical areas into a separate tract, or equivalent. <br />6 March 2020 Copyright © 2020 Talasaea Consultants, Inc. <br />1807 CAR V4 Page ii <br />
