Page 5 of 5 91
Sabrina a ler
City of Everett Permit Services
September 21, 2020
16. A hold harmless agreement is required for the public ROW runoff that will flow to the site's
stormwater system. We do not have a template for the agreement but can work with you and our
counsel to develop one.
We will work with City staff to prepare a hold harmless agreement acceptable to both parties.
17. Complete the Declaration of Covenant and Grant Easement for Inspection and Maintenance of
Stormwater Facilities and BMPs, which is located here: https://everettwa.gov/1985/Stormwater-
Technical-Resources under "Permitting Resources."
This document has been completed as requested and is enclosed for City review prior to arranging
signatures and recording.
Our response to Michael Brick's review comment is shown in bold italics as follows:
1. Sheets 12 and 13 (the frontage improvement pages in the Civil plans) show asphalt ramps
transitioning to existing shoulder grade as required but they need to include the details of the grade
and width to insure that they meet accessibility requirements. The ramps need to match the full
sidewalk width at the property line and I would prefer that they maintain that width but they can
narrow down to a minimum of 4 feet where they reach the existing shoulder grade if it makes sense
based on site topography. The max allowable grade is 8.3% along the entire length of the
ramp. They don't need to have an engineer design the asphalt ramps as a detail in the plans but
they need to call out the ramp specifics I outlined above on the frontage improvement pages of the
plans.
An "Asphalt Ramp Transition to Ex Shoulder Detail" and a note capturing this comment have been
added to the corresponding sheets 11 & 12 of the enclosed Civil Plans as requested.
Please feel free to contact me (425 415 2032 or don.hill(@deainc.com) or the Applicant if you have any
additional questions or comments regarding this resubmittal. Thank you.
Sincerely,
DAVID EVANS AND ASSOCIATES, INC.
Donald J.
