The bill <br />became effective on July 25, 2021. Amendments to the city's regulations, including, but <br />not limited to, the definition of "family" and provisions for "rooming and boarding <br />houses are necessary to achieve conformity to the state law. Other amendments <br />proposed as part of this project are related to provisions of group housing, short term <br />rentals, and bed and breakfast houses. A full summary of the ordinance is provided in <br />the attached staff memo. <br />The Planning Commission held briefings on April 19, May 17, and June 21 with a Public <br />Hearing conducted on July 19, 2022. The Planning Commission has forwarded a <br />recommendation of approval to the City Council in PC Resolution 22-003. <br />A Public Hearing will be held at city council on August 31st. <br />Recommendation (exact action requested of Council): <br />Approve an ordinance amending the Everett Municipal Code to bring it into conformity <br />with recently enacted changes in state housing laws, Relating to Removing Limits on <br />Number of Residents in a Dwelling; amending EMC Chapters 19.04 Definitions, 19.05 <br />Uses, 19.08 Residential Uses and Development Standards, and 19.34 Parking, Loading <br />and Access Requirements. <br />
