Portions of Lexington, Broadway Avenue, and Lowell Road Preceding action: Ordinance No. 3879-22, Approved 6/22/22 Fund: 336 — Water and Sewer Systems Improvements Fiscal summary statement: This contract will fund the initial design and permitting for the proposed project. Contract amount is $1,299,908. 75% of the costs under this contract will be paid by a combined water quality grant from the Washington Department of Ecology. The grant funds are being reallocated from a different project per the grant amendment routed to Council for approval on September 28th, 2022. Grant agreement WQC-2019-EverPW- 00051. Project summary statement: This project will include conveyance improvements, a new river outfall, and water quality treatment in Lexington Avenue, Broadway, and Lowell Road. The design will also include separation of stormwater from the combined sewer system. It will address recurring flooding issues at multiple locations along a single stormwater conveyance trunk line while also reducing overflows at Snohomish River Outfalls 7 and 8. Recommendation (exact action requested of Council): Authorize the Mayor to sign the professional services agreement with HDR Engineering, Inc. for the Lexington Avenue Storm Drainage Improvements Preliminary Design project.
