1110 11
Kelsey Heyd
From: Kelsey Heyd
Sent: Wednesday,January 12, 2022 9:56 AM
To: Ryan !vie
Cc: Janet Monda; permitservices@everettwa.gov
Subject: RE: [EXTERNAL] RE: Permit# B2112-008 I AWI#2156 CHC EV Central
Good Morning Ryan,
I do not have concerns regarding the proposed TI work or current parking calculations however some clarification is
required regarding the listed valuation prior to sign off for Planning(and Public Works). The valuation listed on the
application was 3 million and the assessed improvement value of the site per Snohomish County is 5.3 million.Since the
listed permit valuation exceeds 50%, per Code other development improvements (frontage work, landscaping, etc.)
would be triggered as part of the current application. If this valuation is accurate to the current scope of work, we would
need to process/approve the site work/frontage improvements concurrently before we could approve the TI permit for
issuance.
That said,we have noticed with some permits, applicants including ancillary equipment, materials, etc. in the project
valuation that may not actually need to be incorporated into the permit valuation. Items like paint, carpeting, x-ray
machines, etc. would not need to be incorporated into the valuation for the permit. I would suggest reaching out to the
Permit Technicians(cc'd)to provide a breakdown of the valuation to help determine what items (if any) may have been
included that don't need to be. If the valuation of the current project scope is inaccurate and is reduced below 35%of
the assessed value, Planning will be able to formally sign off on the TI permit for issuance at this time and the other site
work you've mentioned can still be processed separately.
I have included some code resources below for reference. Questions concerning Title 13 or the City's Design and
Construction Standards should be directed to Public Works directly. For any Planning questions, please let me know and
I'm happy to be of assistance.
Unified Development Code: https://everett.municipal.codes/EMC/19
Streets and Sidewalks(Title 13): https://everett.municipal.codes/EMC/13
EMC 13.68.020 (purpose and applicability—improvements required): https://everett.municipal.codes/EMC/13.68.020
EMC 19.35, Landscaping(refer to EMC 19.35.030.E for application of landscaping requirements):
https://everett.municipal.codes/EMC/19.35
EMC 19.33,Streets Sidewalks and Pedestrian Circulation: https://everett.municipal.codes/EMC/19.33
Best,
Kelsey Heyd
Lim
- Associate Planner I Community, Planning& Economic Development
425.257.8731 13200 Cedar Street 2nd Fl., Everett,WA 98201
EVERETT everettwa.gov I Facebook I Twitter
Note:Emails and attachments sent to and from the City of Everett are public records and may be subject to disclosure pursuant to
the Public Records Act.
From: Ryan !vie<ryan@awerks.com>
Sent: Monday,January 10, 2022 8:13 AM
To: Kelsey Heyd <KHeyd@everettwa.gov>; Planning Email <Planning@everettwa.gov>
1
