A.Data Reporting: The RECIPIENT must complete the"Section 319 Initial Data Reporting"form in EAGL before this agreement can be signed by Ecology. This form is used to gather general information about the project for EPA. B. Funding Recognition and Outreach: In addition to Section 2.F. of these Special Terms and Conditions,the RECIPIENT shall provide signage that informs the public that the project is funded by EPA. The signage shall contain the EPA logo and follow usage requirements available at http://www2.epa.gov/stylebook/using-epa-seal-and-logo. To obtain the appropriate EPA logo or seal graphic file,the RECIPIENT may send a request to their Ecology Financial Manager. To increase public awareness of projects serving communities where English is not the predominant language,RECIPIENTS are encouraged to provide their outreach strategies communication in non-English languages. Translation costs for this purpose are allowable,provided the costs are reasonable.(Applies to both the Section 319 funded projects and the Centennial match projects) The RECIPIENT shall use the following paragraph in all reports,documents,and signage developed under this agreement: (Applies to Section 319 funded projects only) "This project has been funded wholly or in part by the United States Environmental Protection Agency under an assistance agreement to the Washington State Department of Ecology.The contents of this document do not necessarily reflect the views and policies of the Environmental Protection Agency,nor does the mention of trade names or commercial products constitute endorsement or recommendation for use." C.Load Reduction Reporting: The RECIPIENT shall complete the"Section 319 Annual Load Reduction Reporting"form in EAGL by January 15 of each year and at project close-out. ECOLOGY may hold reimbursements until the RECIPIENT has completed the form. This form is used to gather information on best management practices(BMPs)installed and associated pollutant load reductions that were funded as a part of this project. D.Time Extension: The RECIPIENT may request a one-time extension for up to 12 months.However,the time extension cannot exceed the time limitation established in EPA's assistance agreement. In the event a time extension is requested and approved by ECOLOGY,the RECIPIENT must complete all eligible work performed under this agreement by the expiration date. (For Section 319 funded projects only) SECTION 4: THE FOLLOWING CONDITIONS APPLY TO SECTION 319 AND STATE REVOLVING FUND(SRF) LOAN FUNDED PROJECTS ONLY. A.Accounting Standards: The RECIPIENT shall maintain accurate records and accounts for the project(PROJECT Records) in accordance with Generally Accepted Accounting Principles (GAAP)as issued by the Governmental Accounting Standards Board(GASB),including standards related to the reporting of infrastructure assets or in accordance with the standards in Chapter 43.09.200 RCW"Local Government Accounting—Uniform System of Accounting." B. Acquisitions: Section 319 and SRF Equivalency project RECIPIENTs shall comply with the terms and conditions of the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970,84 Stat. 1894(1970)--Public Law 91-646,as amended by the Surface Transportation and Uniform Relocation Assistance Act,PL 100-17-1987,and applicable regulations and procedures of the federal agency implementing that Act. C. Audit Requirements: In accordance with 2 CFR 200.501(a),the RECIPIENT agrees to obtain a single audit from an independent auditor,if their organization expends$750,000 or more in total Federal funds in their fiscal year. The RECIPIENT must submit the form SF-SAC and a Single Audit Report Package within 9 months of the end of the fiscal year or 30 days after receiving the report from an independent auditor.The SF-SAC and a Single Audit Report Package MUST be submitted using the Federal Audit Clearinghouse's Internet Data Entry System available at:https://facweb.census.gov/.. D. Archaeological Resources and Historic Properties(Section 106): The RECIPIENT shall comply with the additional requirements under section 106 of the National Historic Preservation Act(NHPA,36 CFR 800).
