The purpose of Chapter 1.20 EMC is to establish an administrative system to enforce <br />city of Everett ordinances and to ensure the citizenry’s health, safety, and welfare. Any duty created by <br />this chapter is a general duty running in favor of the public. <br />1.20.020 Applicability. <br />A.
