The grant work program will develop incentives to encourage construction of additional affordable market rate ho using in <br />a greater variety of housing types and at prices that are accessible to a greater variety of incomes. Cities are encouraged to prioritize <br />the creation of affordable and inclusive neighborhoods with communities at high risk of displacement. <br />The grant contract was approved by the City Council in 2022. Expenditures will be completed by May 30, 2023. We will propose to <br />reappropriate unspent funds from 2022 in 2023 Budget Amendment #1. <br />The City was awarded a Department of Commerce grant in the amount of $100,000 to develop an ordinance, or list of code sections <br />for amendment, that considers middle housing types on at least 30% of lots currently zoned for single family residential. <br />Deliverables include: middle housing policy and regulatory gap analysis report and updated infill measures report; outreach events <br />focused on middle housing; components of a racial equity and displacement analysis, to be incorporated into a full report; and, draft <br />middle housing-related staff report, comprehensive plan amendments, ordinance sections, an environmental checklist, and <br />environmental impact analysis, which will be incorporated into periodic updates. <br />The grant was awarded in July 2022 and all expenditures must be completed by June 30, 2023.
