Increase Human Needs Funds-Add funds to support the human needs priorities $100,000 <br /> of the City of Everett <br /> Everett Forward Grant Round 2- Implement second round of one-time grants to $1,000,000 <br /> businesses and other applicants to move Everett's economy forward. <br /> Utility Loss-Support residents with delinquent utility accounts through our $1,000,000 <br /> current Low-Income Assistance Program administered through Catholic <br /> Community Services. <br /> Public Safety Gun Buy Back- Incentive based program to remove unwanted $25,000 <br /> firearms/guns from the community and public information campaign. <br /> Police Property Room Relocation Design/Scope-The Culmback building (3013 $400,000 <br /> Colby) renovation would provide a new Police Evidence Storage site for EPD. It is <br /> large enough to incorporate future growth for the Police department beyond <br /> evidence storage. <br /> Fire Training Facility Design- Design for site is necessary for federal construction $400,000 <br /> grant eligibility. The firefighting training facility would support the training of <br /> firefighters who would respond to Naval Station Everett in the event of a <br /> structural or shipboard fire,fire agencies throughout Snohomish County, as well <br /> as support required fire training efforts for the Everett Fire Department. <br /> Additional Public Restrooms- Increase ARPA allocation amount by$750K. $750,000 <br /> Previous approval is $500K, however additional funds are needed for a total of <br /> four new restroom locations. <br /> Urban Forest-Provide funding to support an urban forest inventory and tree $300,000 <br /> planting program. <br /> $7,950,000 <br /> D. The purpose of this resolution is to authorize the City to implement these projects and initiatives. <br /> NOW,THEREFORE, BE IT RESOLVED THAT: <br /> 1. Allocation. The City Council determines to use an amount not to exceed $7,950,000 of the <br /> City's funds from the Coronavirus Local Fiscal Recovery Fund for the projects and initiatives <br /> listed in Recital C above. <br /> 2. Authority to Proceed with Implementation. In accordance with the applicable laws and <br /> regulations that govern Coronavirus Local Fiscal Recovery Fund,the Mayor is authorized to <br /> proceed to implement the projects and initiatives listed in Recital C above. City staff is <br /> directed to bring to City Council any items that City Council must approve to implement <br /> these projects and initiatives, including,for example,any necessary budget amendment(s), <br /> ordinances, or additional resolutions. In accordance with and to the extent required by the <br /> City's Procurement Policy, staff will also bring to City Council the contracts, requests for <br /> iz RESOLUTION Page 2 of 3 <br />
