A plans and <br />systems ordinance will be submitted for approval prior to entering into a contract with <br />the selected design consultant. This project is included in the CIP budget. <br />Project summary statement: <br />The City is under an agreed order with the Department of Ecology that requires the City <br />to reduce Combined Sewer Overflows (CSOs) into regulatory compliance by the year <br />2027. Once completed, the Port Gardner Storage Facility (PGSF) will bring several <br />outfalls into regulatory compliance. <br />Ecology has approved an engineering report that identifies combined sewer conveyance <br />system improvements that are needed to divert combined sewer flows to the Port <br />Gardner Storage Facility (PGSF). The PGSF Bond Street Combined Sewer Improvements <br />project corresponds to "Project D" identified in Ecology approved engineering report. <br />These improvements include the construction of a new combined sewer pipeline, <br />modifications to several existing sewer manholes, and construction of several new <br />regulator/flow diversion structures. <br />Staff will select a design team by soliciting and reviewing statements of qualifications <br />and conducting interviews if necessary. After the selection process has been completed, <br />a negotiated scope of work and design fee will be submitted for Council review and <br />approval. <br />Recommendation (exact action requested of Council): <br />Authorize a Request for Qualifications for consultant selection for the PGSF Bond Street <br />Sewer Improvements Project. <br />
