A plans and systems ordinance will be submitted for approval prior to entering into a contract with the selected design consultant. This project is included in the CIP budget. Project summary statement: The City is under an agreed order with the Department of Ecology that requires the City to reduce Combined Sewer Overflows (CSOs) into regulatory compliance by the year 2027. Once completed, the Port Gardner Storage Facility (PGSF) will bring several outfalls into regulatory compliance. Ecology has approved an engineering report that identifies combined sewer conveyance system improvements that are needed to divert combined sewer flows to the Port Gardner Storage Facility (PGSF). The PGSF Bond Street Combined Sewer Improvements project corresponds to "Project D" identified in Ecology approved engineering report. These improvements include the construction of a new combined sewer pipeline, modifications to several existing sewer manholes, and construction of several new regulator/flow diversion structures. Staff will select a design team by soliciting and reviewing statements of qualifications and conducting interviews if necessary. After the selection process has been completed, a negotiated scope of work and design fee will be submitted for Council review and approval.
