<br /> In accepting this award, the recipient agrees that grant funds cannot be used for Facial Recognition
<br /> Technology (FRT) unless the recipient has policies and procedures in place to ensure that the FRT will be
<br /> utilized in an appropriate and responsible manner that promotes public safety, and protects privacy, civil
<br /> rights, and civil liberties and complies with all applicable provisions of the U.S. Constitution, including the
<br /> Fourth Amendment's protection against unreasonable searches and seizures and the First Amendment's
<br /> freedom of association and speech, as well as other laws and regulations. Recipients utilizing funds for FRT
<br /> must make such policies and procedures available to DOJ upon request.

<br /> FFATA reporting: Subawards and executive compensation
<br /> The recipient must comply with applicable requirements to report first-tier subawards ("subgrants") of
<br /> $30,000 or more and, in certain circumstances, to report the names and total compensation of the five most
<br /> highly compensated executives of the recipient and first-tier subrecipients (first-tier"subgrantees") of award
<br /> funds. The details of recipient obligations, which derive from the Federal Funding Accountability and
<br /> Transparency Act of 2006 (FFATA), are posted on the OJP web site at

<br /> all documentation necessary to complete monitoring tasks, including documentation related to any
<br /> subawards made under this award. Further, the recipient agrees to abide by reasonable deadlines set by
<br /> BJA and OCFO for providing the requested documents. Failure to cooperate with BJA's/OCFO's grant
<br /> monitoring activities may result in sanctions affecting the recipient's DOJ awards, including, but not limited
