Exhibit A <br />BH-22-AR-04-198 <br />City of Everett <br />Page 7 of 19 <br />For purposes of this Subsection: <br /> <br />1. “Produced in the United States” means, for iron and steel products, that all <br />manufacturing processes, from the initial melting state through the <br />application of coatings, occurred in the United States. <br /> <br />2. “Manufactured products” means items and construction material composed <br />in whole or in part of non-ferrous metals such as aluminum; plastics and <br />polymer-based products such as polyvinyl chloride pipe; aggregates such <br />as concrete; glass, including optical fiber; and lumber. <br /> <br />The Agency shall include the above clause, adapted for the proper parties, in <br />any subcontract and any purchase order for work products under this <br />Agreement, subject to the terms and conditions of Exhibit A. <br /> <br />II. FISCAL MANAGEMENT <br /> <br />Every subcontract approved by the County and entered into by the Agency under <br />this Agreement shall be in writing and shall incorporate all of the clauses in this <br />Section II, with word changes where appropriate to properly identify the parties to <br />the subcontract. If the Agency is a non-federal entity as defined in 2 CFR § 200.69 <br />and expends $750,000.00 or more in Federal awards during its fiscal year, the <br />Agency shall comply with the audit requirements of 2 CFR § 200 Subpart F. <br /> <br />A. Accounting Standards <br /> <br />The Agency agrees to comply with OMB Uniform Guidance and 2 CFR § 200 <br />and to adhere to the accounting principles and procedures required therein, to <br />use adequate internal controls, and to maintain necessary source <br />documentation for all costs incurred. <br /> <br />The Agency shall include the above clause, adapted for the proper parties, in <br />any subcontract, subject to the terms and conditions of Exhibit A. <br /> <br />B. Audit and Recovery <br /> <br />All disbursements of funds to the Agency under this Agreement shall be subject <br />to audit and recovery of disallowed costs from the Contractor. In the event of <br />Agency’s noncompliance with Section 603 of the Social Security Act, other <br />applicable laws, Treasury’s implementing regulations, guidance, or any <br />reporting or other program requirements, the County may impose additional <br />conditions or take other available remedies as set forth in 2 CFR § 200.339. In <br />the case of a violation of Section 603(c) of the Social Security Act regarding the <br />use of funds, funds shall be subject to recoupment. <br />
