PLANNING COMMISSION <br /> RESOLUTION NO. 14-03 <br /> A resolution recommending that City Council approve Shoreline Permit,Binding Site Plan <br /> and Multifamily Modification for the proposed Taylor Development townhouse project <br /> located off of 19th Ave SE at the north end of Silver Lake. <br /> WHEREAS, land use applications were submitted by Taylor Development for a 100 unit <br /> townhouse development; and <br /> WHEREAS, said land use applications include a Shoreline Permit,Binding Site Plan,and <br /> Multi-Family Modification to be reviewed under a consolidated review;and <br /> WHEREAS, in order to simultaneously address a interim ordinance(No. 3314-13)and the <br /> present land use applications,the applicant agreed to an alternative review process in which the <br /> Planning Commission and City Council conduct public hearings on the land use applications and <br /> the City Council makes the final administrative decision;and <br /> WHEREAS, a duly noticed public hearing was conducted on January 21,2014; and <br /> WHEREAS,the SEPA environmental review for the proposal was completed through adoption <br /> of a Final Determination of Non-Significance on December 29,2013; and <br /> WHEREAS,after reviewing the exhibits and considering all testimony the Planning <br /> Commission finds: <br /> 1. The project is consistent with the Shoreline Management Act,City of Everett Shoreline <br /> Master Program, Comprehensive Plan and Zoning Code and Land Division Title. <br /> 2. Findings in support of granting approval to the shoreline permit,binding site plan and <br /> multifamily modification have been documented in the staff report,exhibits and testimony. <br /> NOW,THEREFORE,BE IT RESOLVED THAT THE PLANNING COMMISSION OF <br /> THE CITY OF EVERETT RECOMMENDS: <br /> 1. That the Everett City Council approve the land use approvals subject to compliance with the <br /> conditions as contained in the staff report(Exhibit 2)as well as the following two conditions: <br /> a) The applicant shall provide school bus drop off pads on the 110th St. SE frontage and on <br /> the 19 Ave. SE frontage at the south end. The pads shall have a dimension of 10' x 15'. <br /> b) The condominium association covenants shall require that garages be principally used <br /> for parking of vehicles,and that storage and other uses shall be done in a manner that <br /> does not preclude a vehicle from parking in the garage. <br /> PC Resolution 1 __ <br />
