Additional changes are proposed after review by <br />Animal Services staff, the Animal Shelter Advisory Board, and the City Attorney's Office. <br />Some of the specific changes update punishments for violations, including removing non-jailable <br />misdemeanors where a civil infraction (ticket) is more appropriate rather than criminal charges. It <br />also adds bond requirements for animals to be held long-term when seized with probable cause as <br />a result of cruelty investigations and prohibits ear -cropping, tail -docking, and debarking by non - <br />veterinarians. <br />Although no pet store in Everett currently sells cats, dogs, or rabbits, the code change will prohibit <br />this from taking place in the future. State law recently changed to restrict sales of dogs and cats; <br />rabbits have the third highest intake numbers at the Everett Animal Shelter and are often <br />abandoned in our community. Due to the overpopulation of rabbits in our community, and the <br />financial burden this places on the shelter, it is also appropriate to prohibit retail pet stores from <br />selling rabbits. <br />Other code changes include prohibiting roosters and peafowl, increasing the household limit of <br />spayed/neutered dogs and/or cats from two to four, allowing the animal services manager to <br />reduce or waive license fees, and changes the appeal process for animal facilities permit denials. <br />Recommendation (exact action requested of Council): <br />Approve an Ordinance relating to animal control, amending EMC chapter 6.04 and 6.08.025. <br />Council President <br />
